maka pemerintahan jepang membentuk sebuah organisasi untuk menangani hal-hal tersebut "Section 9" ialah satuan kepolisian independen, organisasi elit yang bahkan pejabat pentingpun tidak bisa menolak untuk diinvestigasi dan dijadikan tersangka utama.
Dipimpin oleh Daisuke Aramaki dan Motoko Kusanagi "major" segala tindak kejahatanpun sanggup mereka atasi dengan mudah.
